Теоретико-методологічні засади державної політики протидії розвитку тіньової економіки в Україні

Abstract

У монографії висвітлюються сучасні проблеми функціонування державної політики протидії розвитку тіньової економіки. Державна політика протидії розвитку тіньової економіки розглядаються як система послідовних дій органів державної влади у взаємодії з інститутами громадянського суспільства, які вирізняються партнерським характером взаємодії, відкритістю і прозорістю відносин, взаємною відповідальністю на процеси, що охоплюють всі етапи соціально-економічного життя суспільства та складаються із конкретних механізмів, які в сукупності сприяють забезпеченню реалізації збалансованої та ефективної економічної політики держави. Основна увага приділена структурно-функціональній концепції державної політики щодо протидії розвитку тіньової економіки в Україні, яка включає комплексну впорядковану сукупність напрямів, принципів, підходів, методів, інструментів і засобів, що направлені на зниження рівня тіньового сектора економіки до рівня характерного для розвинених країн і перетворення капіталів тіньового сектора на дієвий ресурс розвитку України. Дається оцінка стану становлення, функціонування та розвитку механізмів державної політики протидії розвитку тіньової економіки в Україні, здійснюється моніторинг рівня тінізації в країні. Розроблено структуровану модель підвищення ефективності функціонування комплексного механізму державної політики протидії розвитку тіньової економіки, шляхом приведення його у відповідність до міжнародних норм. The monograph highlights the current problems of the functioning of the state policy to counter the development of the shadow economy. The state policy to counter the development of the shadow economy is considered as a system of consistent actions of state authorities in interaction with civil society institutions, which are distinguished by the partnership nature of interaction, openness and transparency of relations, mutual responsibility for processes that cover all stages of the socio-economic life of society and consist of specific mechanisms that together contribute to ensuring the implementation of a balanced and effective economic policy of the state. The main attention is paid to the structural and functional concept of the state policy to counter the development of the shadow economy in Ukraine, which includes a complex ordered set of directions, principles, approaches, methods, tools and means aimed at reducing the level of the shadow sector of the economy to the level typical of developed countries and transforming the capital of the shadow sector into an effective resource for the development of Ukraine. An assessment is given of the state of formation, functioning and development of mechanisms of the state policy to counter the development of the shadow economy in Ukraine, and the level of shadowing in the country is monitored. A structured model has been developed to increase the efficiency of the functioning of the comprehensive mechanism of state policy to counter the development of the shadow economy by bringing it into line with international norms.
