Концептуальні засади розвитку безпекового середовища в Україні

Abstract

У статті досліджено дефініції «безпека» та «середовище». Встановлено, що безпека характеризується як стан, за якого визначається відсутність загроз у всіх сферах, а середовище реально окреслює просторові, галузеві межі цієї безпеки. Дефініції «безпека» й «національна безпека» поєднує стан, за якого забезпечуються розвиток особистості, суспільства, держави, але національна безпека визначає в більшій мірі означене поняття. Досліджено безпекове середовище в нормативно-правових актах, що засвідчує про вживання досліджуваного терміна, однак саме тлумачення не надається. Натомість у наукових працях наведено наукові підходи до досліджуваної дефініції, що дало змогу надати авторське визначення поняття «безпекове середовище». Встановлено, що розрізняють зовнішнє й внутрішнє безпекове середовище та надано їх основні характеристики. У ході дослідження виявлено, що термін «внутрішнє безпекове середовище України» можна розуміти у широкому (умови з різних сфер суспільного життя й структурних елементів національної безпеки) та вузькому (умови існування України, які виникають/існують в сферах суспільного життя й за які відповідає окремий орган державної влади) значенні. Обґрунтовано, що проблеми безпеки в державі залежать від зовнішніх і внутрішніх факторів та наведено їх перелік. Окреслено ключові виклики безпекового середовища (головні загрози безпеці) в умовах сьогодення. Наголошено на формуванні безпекового середовища, що має сприяти: по-перше, підвищенню рівня можливостей, готовності суб’єктів безпекового середовища щодо виявлення й протидії різного характеру загрозам й викликам; по-друге, зміцнення зусиль держави, суспільства, громадян; по-третє, впровадження культури безпеки (безпечна поведінка, мислення). The article examines the definitions of «security» and «environment». It was established that security is characterized as a state in which the absence of threats in all spheres is determined, and the environment actually outlines the spatial and branch boundaries of this security. The definitions of «security» and «national security» combine the state under which the development of the individual, society, and state is ensured, but national security defines the defined concept to a greater extent. The security environment in the normative legal acts, which confirms the use of the researched term, has been studied, but the interpretation itself is not provided. Instead, in scientific works, scientific approaches to the studied definition are given, which made it possible to provide the author’s definition of the concept of «security environment». It is established that external and internal security environments are distinguished and their main characteristics are provided. In the course of the study, it was found that the term «internal security environment of Ukraine» can be understood broadly (conditions from various spheres of public life and structural elements of national security) and narrowly (conditions of Ukraine’s existence that arise/exist in spheres of public life and are responsible for a separate state authority) values. It is substantiated that security problems in the state depend on external and internal factors, and a list of them is given. The key challenges of the security environment (main security threats) in today’s conditions are outlined. Emphasis is placed on the formation of a security environment, which should contribute to: firstly, increasing the level of capabilities and readiness of the subjects of the security environment to identify and counter various types of threats and challenges; secondly, strengthening the efforts of the state, society, and citizens; thirdly, implementation of safety culture (safe behavior, thinking).
