Державна інноваційна політика розвитку тваринництва

Abstract

У статті розглядаються теоретико-методологічні засади формування державної інноваційної політики та управлінських механізмів її реалізації у тваринництві. Дослідження сформованих державних рішень, основних складових і цілей державної інноваційної політики та переліку заходів з її реалізації у тваринництві є актуальним питанням сьогодення. Виявлено, що успішне виконання цих завдань залежатиме від суттєвого внеску науки і техніки та виконання стратегічних і програмних завдань інтенсивного розвитку тваринництва. Доказана важливість посильної участі держави у забезпеченні ефективної інноваційної діяльності у розвитку тваринництва. З використанням інституціонально-системного підходу розкривається сутність, зміст державної інноваційної політики в контексті парадигми стабільного інноваційного розвитку тваринництва. Визначено основні завдання, методи і пріоритетні напрями їх вирішення та інституціональні чинники, що впливають на формування державної інноваційної політики. Досліджено функції і принципи державної інноваційної політики і регулювання пріоритетних видів інноваційної діяльності у тваринництві. Обґрунтовано, що основний акцент державної інноваційної політики має бути спрямований на взаємодію і тісне партнерство держави, науки, освіти, бізнесових структур і тваринницьких підприємств з метою активізації і підвищення рівня інноваційної активності господарюючих суб’єктів, впровадження модернізованих машин і обладнання для тваринницьких ферм, сучасних технологій для виробництва нових видів конкурентоспроможної продукції. Запропоновано надавати необхідну державну фінансову підтримку інноваційної діяльності з метою збільшення обсягів конкурентоздатної тваринницької продукції та підвищення прибутковості тваринництва. The article examines the theoretical and methodological principles of the formation of state innovation policy and management mechanisms for its implementation in animal husbandry. The study of the formed state decisions, the main components and goals of the state innovation policy and the list of measures for its implementation in animal husbandry is a topical issue of today. It is revealed that the successful implementation of these tasks will depend on the significant contribution of science and technology and the implementation of strategic and program tasks for the intensive development of animal husbandry. The importance of the state's possible participation in ensuring effective innovation activity in the development of animal husbandry is proven. Using an institutional and systemic approach, the essence and content of the state innovation policy are revealed in the context of the paradigm of stable innovative development of animal husbandry. The main tasks, methods and priority areas of their solution and institutional factors that influence the formation of the state innovation policy are determined. The functions and principles of the state innovation policy and the regulation of priority types of innovation activity in animal husbandry are investigated. It is substantiated that the main emphasis of the state innovation policy should be directed at the interaction and close partnership of the state, science, education, business structures and livestock enterprises in order to activate and increase the level of innovative activity of business entities, the introduction of modernized machinery and equipment for livestock farms, modern technologies for the production of new types of competitive products. It is proposed to provide the necessary state financial support for innovative activities in order to increase the volume of competitive livestock products and increase the profitability of livestock farming.
