Основи професійної публічної служби

Abstract

Присвячено всебічному дослідженню сучасних засад професіоналізації інституту публічної служби в Україні, визначенню ключових орієнтирів модернізації системи професійного навчання публічних службовців, а також осмисленню національного досвіду державотворення крізь призму сучасних наукових підходів до розвитку публічного управління. У полі дослідницької уваги - повний життєвий цикл публічного службовця: від підготовки до вступу на публічну службу до питань сталого професійного розвитку, кар’єрного зростання, лідерства, формування управлінської ідентичності та розкриття особистісного потенціалу. Значне місце у дослідженні відведено аналізу становлення й інституціоналізації галузі знань “Публічне управління та адміністрування”. Особливу увагу приділено системним недолікам і потенціалу оновлення механізмів професійного розвитку кадрів у публічному секторі з акцентом на відповідність сучасним викликам, практичним потребам держави та стандартам ЄС. Може стати орієнтиром для тих, хто прагне глибше зрозуміти природу й логіку трансформацій сучасної публічної служби в Україні. It is devoted to a comprehensive study of the modern principles of professionalization of the public service institution in Ukraine, to determining the key guidelines for the modernization of the system of professional training of public servants, as well as to understanding the national experience of state-building through the prism of modern scientific approaches to the development of public administration. The field of research attention includes the full life cycle of a public servant: from preparation for entering the public service to issues of sustainable professional development, career growth, leadership, the formation of managerial identity and the disclosure of personal potential. A significant place in the study is devoted to the analysis of the formation and institutionalization of the field of knowledge “Public Management and Administration”. Special attention is paid to systemic shortcomings and the potential for updating the mechanisms of professional development of personnel in the public sector with an emphasis on compliance with modern challenges, practical needs of the state and EU standards. It can become a reference point for those who seek to better understand the nature and logic of transformations of the modern public service in Ukraine.
