Вплив органів публічного управління на розвиток конкурентних переваг регіону

Abstract

Визначено, що розвиток конкурентних переваг регіону полягає у постійному пошуку нових можливостей, необхідно, щоб цей процес був керованим, включаючи вивчення майбутніх потреб усіх зацікавлених сторін, розробку проектів та їх реалізацію. У розвитку конкурентних переваг регіонів беруть участь органи публічного управління, населення безпосередньо чи через участь у громадських ініціативах (некомерційних організаціях), бізнес-структури, що діють у регіоні або сфера діяльності яких пов’язана із цим регіоном; освітні та наукові організації. Органи публічного управління можуть бути як ініціаторами цього процесу так і організаторами. Велике значення має їх готовність до проектування розвитку конкурентних переваг регіонів та реалізації цих проектів. У той же час ініціаторами та організаторами можуть виступати й інші суб’єкти, проте в даному випадку була б доцільною підтримка з боку регіональної адміністрації (адміністративна, фінансова, юридична тощо). Зазначено, що джерелом конкурентних переваг регіону є розвиток таких специфічних сфер активності, як взаємодія та обмін знаннями між органами державної влади, місцевого самоврядування, науковими та освітніми установами, громадськими організаціями; підготовка керівних кадрів та фахівців органів державного регіонального управління та місцевого самоврядування, регіональних підрозділів органів влади; державно-приватне партнерство, запровадження державного індикативного планування та інші. У свою чергу, це сприяє розвитку пріоритетних сфер суспільної діяльності, наприклад, покращення якості життя населення, збільшення тривалості життя, розвитку регіональної економіки, формування сприятливої демографічної обстановки тощо. The development of the competitive advantages of the regions involves public administration bodies, the population directly or through participation in public initiatives (non-profit organizations), business structures operating in the region or whose field of activity is related to this region; educational and scientific organizations. Public administration bodies can be both initiators of this process and organizers. Their readiness to design the development of the competitive advantages of the regions and the implementation of these projects is of great importance. At the same time, other entities can also act as initiators and organizers, but in this case, support from the regional administration (administrative, financial, legal, etc.) would be appropriate. It is noted that the source of the region's competitive advantages is the development of such specific areas of activity as interaction and exchange of knowledge between state authorities, local self-government, scientific and educational institutions, public organizations; training of managers and specialists of state regional administration and local self-government bodies, regional subdivisions of government bodies; public-private partnership, introduction of state indicative planning, etc. In turn, this contributes to the development of priority areas of social activity, for example, improving the quality of life of the population, increasing life expectancy, developing the regional economy, forming a favorable demographic environment, etc.
