Мова як фактор національної стійкості крізь призму консолідації та збереження ідентичності національних меншин

Abstract

Сучасна світобудова характеризується низкою антагоністичних тенденцій, з одного боку, процеси глобалізації призводять до уніфікації та інтеграції, а з іншого – спостерігаються процеси фрагментації та локалізації спільнот за різними ознаками, переважно культурною та соціальною тощо. Мова є одним з консолідуючих факторів цього процесу. А політика збереження, розвитку та консолідації національної ідентичності національних меншин має стати одним із механізмів забезпечення стійкості соціального порядку, дослідження цього питання й актуалізувало мету роботи. Основною комплексною небезпекою для державності є руйнація соціального порядку. Тому ефективність соціального управління та консолідація суспільства навколо цілей, досягнення яких гарантує його безпеку, значною мірою залежить від вирішення проблеми забезпечення стійкості, зокрема національної. Складність взаємодії та специфіка дослідження чинників, які мають враховуватися при визначенні концептуальних засад безпеки соціальних систем та механізмів її забезпечення, зумовили використання для вирішення поставлених завдань міждисциплінарного та системного підходів, а також низки загальнонаукових і спеціальних методів, які використовуються в соціології, політології, теорії права, публічного управління та адміністрування. The modern world is characterized by a number of antagonistic trends, on the one hand, globalization processes lead to unification and integration, and on the other hand, there are processes of fragmentation and localization of communities according to various characteristics, mainly cultural and social, etc. Language is one of the consolidating factors of this process. And the policy of preserving, developing and consolidating the national identity of national minorities should become one of the mechanisms for ensuring the stability of the social order, the study of this issue and actualized the purpose of the work. The main complex danger to statehood is the destruction of the social order. Therefore, the effectiveness of social management and the consolidation of society around the goals, the achievement of which guarantees its security, largely depends on solving the problem of ensuring stability, in particular national. The complexity of the interaction and the specificity of the study of factors that must be taken into account when determining the conceptual principles of the security of social systems and mechanisms for its provision have led to the use of interdisciplinary and systemic approaches to solving the tasks set, as well as a number of general scientific and special methods used in sociology, political science, legal theory, public management and administration.
