Abstract

Central Asian elites, including Chinese leaders, have taken advantage of Russia’s relative decline and the planned withdrawal of U.S. troops from Afghanistan to expand their influence. China’s concept of a new Silk Road aims to secure energy supplies—overland from Central Asia’s oil and gas fields and by sea through the Strait of Malacca.
