Проблеми і тенденції розвитку модернізаційних процесів в Україні

Abstract

Однією з обтяжливих обставин для України є те, що менталітет як правлячої та бюрократичної еліти, так і значної частини суспільства характеризується всіма «гріхами» посттоталітарної та постколоніальної спадщини. Особи, які претендують на роль політичної еліти (і, в силу обставин, де-факто займають її місце), не дотягують до рівня «державних діячів» і за стилем та політичною поведінкою більше нагадують провінційних сатрапів з нахилами Остапа Бендера. Політична система України залежить від чужих національних традицій, менталітету, цінностей та ідеологічних схем, привнесених ззовні. Значна частина української влади досі перебуває в ілюзії «переваги» колишнього Центру, волю якого необхідно враховувати. One of the aggravating circumstances for Ukraine is that the mentality of both the ruling and bureaucratic elite and a significant part of society is characterized by all the “sins” of the post-totalitarian and post-colonial legacy. Individuals who claim the role of the political elite (and, due to circumstances, de facto occupy its place) do not reach the level of “statesmen” and in terms of style and political behavior are more reminiscent of provincial satraps with Ostap Bender tendencies. The political system of Ukraine is dependent on foreign national traditions, mentality, values, and ideological schemes brought from outside. A significant part of the Ukrainian government is still under the illusion of the “superiority” of the former Center, whose will must be taken into account.
