Державно-приватне партнерство в управлінні відходами в будівельному секторі економіки

Abstract

Стаття присвячена актуальній проблемі щодо дослідження можливостей використання моделі державно-приватного партнерства в управлінні відходами в будівельному секторі економіки України. Розкрито основні проблеми управління відходами будівництва в Україні, як ось: велика кількість відходів руйнувань; прогалини в нормативно-правовій базі, класифікації та стандартизації; не сформована спеціалізована інфраструктура та не впроваджуються передові технології; відсутні компанії для надання комплексних послуг щодо відходів будівництва; слабка поінформованість населення та бізнесу про види діяльності, що призводять до утворення відходів будівництва; наявність корупційних схем і функціонування тіньового сектору в сфері; відсутність офіційної процедури ціноутворення на надані послуги. The article is devoted to the actual problem of researching the possibilities of using the public-private partnership model in waste management in the construction sector of the Ukrainian economy. The main problems of construction waste management in Ukraine are revealed, such as: a large amount of destruction waste, formed as a result of military actions; gaps in the legal framework, classification and standardization, the process of processing and disposal of these construction wastes is not regulated at the legislative level; lack of quality and safety standards for the use of construction materials from secondary raw materials and requirements for sorting construction and demolition waste materials; specialized infrastructure is not formed and advanced technologies are not implemented for the collection, reception, sorting, transportation, storage, processing and disposal of construction waste; there are no companies to provide comprehensive services regarding construction waste; weak awareness of the population and business about the types of activities that lead to the generation of construction and demolition waste, about waste management; The presence of corruption schemes and the functioning of the shadow sector in the field due to the non-regulation of the issue of dismantling buildings and structures at the legislative level; lack of an official pricing procedure for the provided services, which leads to the establishment of unreasonable prices.
