Виклики та можливості державного регулювання у сфері розвитку туризму в сучасній Україні

Abstract

У роботі аналізуються проблеми розвитку ринку надання туристичних послуг в Україні, розглянуто окремі питання розвитку державного регулювання туризму на території Європейського Союзу. Відмічено, що інфраструктурні вимоги до розвитку галузі туризму в ЄС передбачають класифікацію галузевих компаній за певними критеріями, застосовними для готелів, ресторанів та кафе (якість обслуговування, клієнтообіг, «місткість» надання готельних послуг). Відзначено, що проблемне коло питань щодо державного регулювання розвитку туризму в Україні має не лише гуманітарний інституційно-законодавчий, але й економічний характер. Відновлення туристичної інфраструктури повинне відбуватися за рахунок державних та місцевих бюджетів. У статті проаналізовано основні шляхи подолання негативних тенденцій у сфері державного регулювання розвитку галузі туризму. Розбудова туристичного простору України відповідно вимог та стандартів ЄС та із одночасним викоріненням внутрішньої державно-управлінської проблематики потребує розвитку і культивації т. зв. «галузевого туризму». Подібним прикладом є феномен «сільського (зеленого) туризму» як нетрадиційного підвиду рекреації. Якщо у ЄС нормативне регулювання зеленого туризму здійснюється через раніше згадану Європейську стратегію сталого туризму 2021 р. – EU Strategy for Sustainable Tourism 2021) та корелюючий акт природоохоронної юрисдикції – Зелений пакт для Європи 2019 р. (EU Green Deal 2019), то в Україні немає актуальної нормативно-правової бази регулювання екологічного напрямку туризму. Ключовими напрямками розвитку державного регулювання галузі туризму має стати взаємне доповнення повноважень (компетенції) ДАРТ та Міністерства інфраструктури України із КМУ та ВРУ, із обов’язком Мінцифри щодо забезпечення прозорості даного процесу (наприклад, шляхом формування Реєстру внутрішньотуристичного співробітництва України). The work analyzes the problems of the development of the market for the provision of tourist services in Ukraine, and considers certain issues of the development of state regulation of tourism in the territory of the European Union. It was noted that the infrastructure requirements for the development of the tourism industry in the EU provide for the classification of industry companies according to certain criteria applicable to hotels, restaurants and cafes (quality of service, customer traffic, "capacity" of providing hotel services). It was noted that the problematic range of issues regarding the state regulation of tourism development in Ukraine has not only a humanitarian, institutional and legislative nature, but also an economic one. Restoration of tourist infrastructure should be done at the expense of state and local budgets. The article analyzes the main ways of overcoming negative trends in the sphere of state regulation of the development of the tourism industry. The development of the tourist space of Ukraine in accordance with the requirements and standards of the EU and with the simultaneous eradication of internal state-management problems requires the development and cultivation of the so-called "industry tourism". A similar example is the phenomenon of "rural (green) tourism" as a non-traditional subspecies of recreation. If the regulatory regulation of green tourism in the EU is carried out through the previously mentioned European Strategy for Sustainable Tourism 2021 – EU Strategy for Sustainable Tourism 2021) and the correlating act of environmental protection jurisdiction – the Green Pact for Europe 2019 (EU Green Deal 2019), then in Ukraine there is no current regulatory framework for the regulation of the ecological direction of tourism. The key directions of the development of state regulation of the tourism industry should be the mutual complementation of the powers (competencies) of DART and the Ministry of Infrastructure of Ukraine with the CMU and VRU, with the obligation of the Ministry of Digital to ensure the transparency of this process (for example, by forming the Register of domestic tourism cooperation of Ukraine).
