Проксі-нації як чинник трансформації державного управління в умовах міжнародних конфліктів

Abstract

У статті здійснено комплексний аналіз феномену проксі-націй як інструменту впливу у сфері міжнародної політики та чинника трансформації державного управління в умовах збройних конфліктів і глобальних загроз. Розкрито сутність поняття «проксі-нація» як артифіційного утворення з ознаками квазідержавності, що формується або підтримується зовнішніми акторами з метою реалізації політичних, економічних чи воєнних цілей. Досліджено типологію проксі-націй, класифікованих за характером підтримки, функціональним призначенням та ступенем інституційної автономії. Проаналізовано вплив таких утворень на системи публічного управління країн, у яких вони діють, зокрема в контексті порушення територіальної цілісності, фрагментації державної влади, делегітимації інститутів і посилення політичної нестабільності. Особливу увагу приділено трансформаційним процесам у сфері державного управління, які відбуваються під впливом діяльності проксі-націй. На основі порівняльного аналізу конфліктів у Косово, Сирії, Палестині, Курдистані, Нагірному Карабаху, Лівії та Україні висвітлено механізми, через які проксі-нації змінюють баланс політичної влади, структуру владних відносин і соціальну мобілізацію. Теоретичне підґрунтя дослідження базується на засадах реалізму, конструктивізму, глобалізаційних теорій та критичної геополітики, що дозволяє комплексно осмислити феномен проксі-націй у сучасній системі міжнародної безпеки. У заключній частині статті окреслено стратегічні виклики для державної політики та міжнародного врядування в умовах зростання ролі проксі-націй. Сформульовано низку рекомендацій щодо вдосконалення механізмів інституційного реагування на діяльність таких утворень у системі публічного управління, а також визначено напрями подальших досліджень у цій сфері. The article provides a comprehensive analysis of the phenomenon of proxy nations as an instrument of influence in the field of international politics and a factor in the transformation of public administration in conditions of armed conflicts and global threats. The essence of the concept of "proxy nation" is revealed as an artificial formation with signs of quasi-statehood, which is formed or supported by external actors in order to implement political, economic or military goals. The typology of proxy nations, classified by the nature of support, functional purpose and degree of institutional autonomy, is studied. The impact of such formations on the public administration systems of the countries in which they operate is analyzed, in particular in the context of violation of territorial integrity, fragmentation of state power, delegitimization of institutions and increased political instability. Particular attention is paid to transformational processes in the field of public administration that occur under the influence of the activities of proxy nations. Based on a comparative analysis of conflicts in Kosovo, Syria, Palestine, Kurdistan, Nagorno-Karabakh, Libya and Ukraine, the mechanisms through which proxy nations change the balance of political power, the structure of power relations and social mobilization are highlighted. The theoretical basis of the study is based on the principles of realism, constructivism, globalization theories and critical geopolitics, which allows for a comprehensive understanding of the phenomenon of proxy nations in the modern system of international security. The final part of the article outlines strategic challenges for public policy and international governance in the context of the growing role of proxy nations. A number of recommendations are formulated for improving the mechanisms of institutional response to the activities of such entities in the public administration system, and directions for further research in this area are also identified.
