Розробка механізмів державного управління у сфері забезпечення психологічної підтримки населення громади: регіональний аспект

Abstract

У статті проаналізовано стан розробки механізмів державного управління забезпечення психологічної підтримки населення громади у сфері освіти, можливості галузі освіти створити в закладі цілісну систему турботи про психічне здоров’я всіх учасників освітнього процесу та забезпечити міжсекторальну координацію і взаємодію в цьому напрямі психосоціальної підтримки населення на прикладі Білоцерківської міської територіальної громади Київської області. Констатовано, що освітня галузь територіальної громади має належний соціальний, культурний і науковий потенціал, тому сфера освіти потребує розробки та реалізації окремої програми щодо збереження ментального здоров’я та психосоціальної підтримки населення громади, адже в цій галузі задіяна та бере участь або дотична, напевно, найбільша кількість мешканців громади. Ввиокремлено низку проблем щодо збереження психічного здоров’я населення, які спостерігаються в галузі освіти, зокрема необхідність створення цілісної системи турботи про збереження психічного здоров’я, налагодження ефективних скоординованих дій на забезпечення превенції, промоції та допомоги у сфері турботи про психічне здоров’я дітей та молоді; потреба підвищення рівня знань про психічне здоров’я з метою вчасного виявлення розладів психічного здоров’я у дітей і молоді та перескерування до фахівців; необхідність розвитку відповідних умінь у педагогічних та науково-педагогічних працівників для забезпечення належного виконання завдань, які стоять перед ними у сфері турботи про власне психічне здоров’я та дітей і молоді тощо. Визначено основні цільові категорії у сфері освіти, які потребують найбільшої уваги щодо збереження їхнього ментального/психічного здоров’я, а саме: діти з особливим освітніми потребами; діти з інвалідністю; діти з числа внутрішньо переміщених осіб та члени їхніх родин; діти, які мають статус постраждалих від воєнних дій, та члени їхніх родин; діти із родин загиблих/померлих і дійсних військовослужбовців та члени їхніх родин; працівники закладів й установ освіти з числа внутрішньо переміщених осіб та члени родин військових; працівники закладів й установ освіти з низьким рівнем резильєнтності (стресостійкості). У підсумку констатовано, що механізм галузевої регіональної програми допоможе підвищити ефективність системи психосоціальної підтримки та збереження психічного (ментального) здоров’я населення громад зокрема і держави в цілому через секторальну взаємодію всіх сторін: влади, освіти, медицини, громадськості, наукових установ, неурядових організацій, міжнародних організацій тощо. The article analyzes the state of development of state management mechanisms for providing psychological support to the population of the community in the field of education, the possibilities of the education sector to create in the institution a holistic system of care for the mental health of all participants in the educational process, and to ensure intersectoral coordination and interaction in this direction of psychosocial support of the population on the example of Bilotserkivska urban territorial community of Kyiv region. It was established that the educational sector of the territorial community has the appropriate social, cultural and scientific potential, therefore the field of education needs the development and implementation of a separate program for the preservation of mental health and psychosocial support of the population of the community, because in this sector it is involved and participates or touches, probably, the largest number of community residents. A number of problems regarding the preservation of the mental health of the population observed in the field of education are highlighted, in particular, the need to create an integrated system of care for the preservation of mental health, the establishment of effective coordinated actions to ensure prevention, promotion and assistance in the field of care for children’s mental health and young people; the need to increase the level of knowledge about mental health in order to timely identify mental health disorders in children and youth and refer them to specialists; the need for the development of appropriate skills in pedagogical and scientific-pedagogical workers to ensure the proper performance of the tasks facing them in the field of caring for their own mental health and children and youth, etc. The main target categories in the field of education, which need the most attention in terms of preserving their mental/psychic health, have been identified, namely: children with special educational needs; children with disabilities; children from among internally displaced persons and members of their families; children who have the status of victims of war and members of their families; children from the families of dead/deceased and active servicemen and members of their families; employees of institutions and educational institutions from among internally displaced persons and members of military families; employees of institutions and educational institutions with a low level of resilience (stress resistance). As a result, it was established that the mechanism of the sectoral regional program will help to increase the effectiveness of the system of psychosocial support and preservation of the mental (mental) health of the population of communities in particular and the state as a whole through the sectoral interaction of all parties: government, education, medicine, the public, scientific institutions, non-governmental organizations , international organizations, etc.
