Параметризація ефективності надання адміністративних послуг

Abstract

Визначено, що повноваження щодо певних предметів ведення мають виконуватися на максимально наближеному до населення рівні влади, де може бути досягнута відносна замкнутість циклу надання послуг. Тому саме місцеве самоврядування, будучи владою місцевого співтовариства, може реалізувати цю ідею через знання місцевих умов, інтересів спільного проживання та господарювання, а також підконтрольність його органів влади населенню. Встановлено, що в основі управлінської діяльності органів місцевого самоврядування лежить задоволення чи реалізація громадських (колективних) інтересів та потреб місцевого співтовариства. Тому основним видом діяльності органів місцевого самоврядування є підпорядкування діяльності підприємств, організацій та установ, розташованих на території, задоволенню суспільних (загальних) інтересів громадян. Чим багатшими і благополучнішими будуть ці суб'єкти господарювання, тим повніше буде місцевий бюджет, а звідси – найповніше задовольнятимуться потреби місцевого населення. Визначено, що адміністративна послуга є формою діяльності органів державної влади, органів місцевого самоврядування або територіальних органів, наділених відповідними державними повноваженнями, яка полягає у здійсненні певної послідовності дій та прийнятті ними певних рішень, спрямована на задоволення потреб зовнішніх клієнтів у реалізації їх прав, законних інтересів чи обов'язків. It is determined that the powers regarding certain subjects of management should be exercised at the level of government closest to the population, where a relative closure of the service provision cycle can be achieved. Therefore, it is local self-government, being the authority of the local community, that can implement this idea through knowledge of local conditions, interests of joint living and management, as well as the control of its authorities by the population. It is established that the basis of the administrative activity of local self-government bodies is the satisfaction or realization of public (collective) interests and needs of the local community. Therefore, the main type of activity of local self-government bodies is the subordination of the activities of enterprises, organizations and institutions located on the territory to the satisfaction of public (general) interests of citizens. The richer and more prosperous these economic entities are, the fuller the local budget will be, and hence the more fully the needs of the local population will be satisfied. It is determined that an administrative service is a form of activity of state authorities, local governments or territorial bodies vested with relevant state powers, which consists in carrying out a certain sequence of actions and making certain decisions, aimed at meeting the needs of external clients in the exercise of their rights, legitimate interests or obligations.
