Abstract

Розглянуто питання саморегулювання в будівельній галузі.Висвітлено необхідність забезпечення та контролю якості будівельного виробництва, що тісно пов'язане не лише з економічними, а й із соціальними факторами щодо створення безпечних умов для проживання чи роботи людей, мінімізації техніко-технологічних ризиків, формування прозорої системи ціноутворення та залучення інвестицій у будівельну галузь. Доведено доцільність впровадження в Україні системи саморегулювання, яка має низку переваг порівняно з існуючою ієрархічною структурою державного регулювання в будівництві, зокрема: звільнення державних органів від функцій, що їм не належать, застосування ліберальних підходів до відкритості будівельного ринку, забезпечення високої якості регулювання та нагляду, можливість об'єднання зусиль влади та суспільства з метою забезпечення якісно нового рівня функціонування будівельної галузі. The issues of self-regulation in the construction industry are considered. The need to ensure and control the quality of construction production is highlighted, which is closely related not only to economic, but also to social factors regarding the creation of safe conditions for people to live or work, the minimization of technical and technological risks, the formation of a transparent pricing system and the attraction of investments in the construction industry. The feasibility of introducing a self-regulation system in Ukraine, which has a number of advantages over the existing hierarchical structure of state regulation in construction, including: the release of state authorities from functions that are not theirs, the application of liberal approaches to the openness of the construction market, ensuring high quality regulation and supervision, the possibility of combining the efforts of the authorities and society in order to ensure a qualitatively new level of functioning of the construction industry, is proven.
